What are development cycles?
A development cycle is a set of development efforts performed to achieve a common goal. For a functionality stage, the common goal is the required functionality; for a production release cycle, the common goal is production release; for a test release cycle, the common goal is test release.

Development tree show existing cycles in the project.
New funcionality stage can be added from project details page (project menu -> details). For that you will need project manager, release manager or development manager role.
New production release cycle can be added from functionality stage details page.
New test release cycle can be added from production release cycle details page.
